Melissa Reynolds assists clients on complex litigation and enforcement issues involving natural resources, with an emphasis on water quality and water rights.

Prior to joining Holland & Hart, Melissa worked for the Utah Attorney General’s Office: Natural Resources division, where she acted as general counsel to the State Engineer, representing him in litigation and assisting him and his staff throughout the general adjudication process. Melissa also represented the Division of Oil, Gas and Mining in enforcement matters and participated in settlement negotiations on behalf of the Division.

Clients navigating challenges associated with complex environmental compliance, litigation, and enforcement issues will benefit from Melissa’s in-depth experience working with Utah state agencies.
