Holland & Hart LLP is pleased to announce that Charles Cogar has joined the firm as Senior Director of Federal Affairs in the Washington, DC office.
Charles brings nearly three decades of congressional leadership experience, most recently serving as Chief of Staff to U.S. Senator Tim Scott (R-SC), Chairman of the Senate Banking Committee, and Chairman of the Republican Senatorial Committee. Throughout his distinguished career, he has held senior positions with influential members of both the Senate Finance and Banking Committees, developing an extensive bipartisan network and deep expertise in federal policy processes.
As Chief of Staff to Senator Scott, Charles provided sage counsel on legislative priorities including tax reconciliation reform, the transition to Senate Majority leadership, and nomination and confirmation processes for the new Administration. His legislative portfolio has encompassed critical areas including trade policy, tax code reform, financial services regulation, energy policy, and international relations.
Charles also served in senior positions with Senator Wayne Allard (R-CO) and Congressman Don Young (R-AK), where he managed diverse portfolios including defense, energy development, environmental protection, and resource management issues. As Legislative Director for Congressman Mike Coffman (R-CO), he served as primary staffer for the office's work on military and commercial space launch initiatives and the Rare Earth caucus.
