Holland & Hart Client SCPPA Begins Purchasing Energy from Largest and Lowest Cost Wind Farm

Holland & Hart Client Southern California Public Power Authority Purchases Low-Cost Energy on behalf of the Los Angeles Department of Water and Power

Under a long-term Power Purchase Agreement, our client, the Southern California Public Power Authority (SCPPA) will, on behalf of the City of Los Angeles Department of Water and Power (LADWP), purchase all of the energy, environmental attributes, and other rights from the Red Cloud Wind Farm project (Red Cloud). Red Cloud is the largest, most efficient, and lowest cost wind farm in LADWP’s renewable energy portfolio to date.

Located about 85 miles southeast of Albuquerque, New Mexico, Red Cloud began commercial operations December 22, 2021 and generates up to 350 megawatts (MW) of new wind power, which is expected to serve about 222,300 Los Angeles homes, save 464,040 metric tons of carbon emissions annually, and help move Los Angeles towards 100% clean energy by 2035.

For more information, please see LADWP’s press release.

In 2020, Holland & Hart served as lead counsel to SCPPA on behalf of LADWP in an agreement to supply renewable energy to the City of Los Angeles. The Holland & Hart transactional team was led by corporate partner Ashley Wald.

The firm’s Electric Power team leverages decades of power industry experience to help clients seize opportunities to produce, develop, generate, and move electric power in the renewable and conventional power industries.
