Fall Educational Workshop – Dual Topics: Updates on the Davis Bacon Act and Intellectual Property Regulations

Presentation Descriptions: The federal Davis Bacon and related acts impact all federal construction in the State of Nevada including projects receiving federal grant funds. Nevada also has its own version, or mini Davis Bacon Act that applies to all public works projects in the state. Together these laws create a pervasive prevailing wage rate system that regulates hourly wages and wide variety of fringe benefits. How these wages are determined, how they can be changed, how contracts can be modified to reflect their changes, and how collective bargaining agreements can impact the entire structures are just some of the issues to be discussed during this part of the presentation.

Every company that sells or develops technology under contract with the federal government should know the scope and impact of federal data rights clauses, including notable recent and anticipated changes to the data rights requirements. Likewise, every company that processes or stores controlled or confidential information received under contract with the federal government should understand data security requirements now appearing federal contracts.

Who: Charles R. Lucy, Esquire, of Holland & Hart, Colorado Spring, CO, brings more than 30 years of experience in federal regulatory, business, and litigation experience, as well as technical experience in federal/state procurement and acquisition matters, bid protests, contract disputes act appeals, government contract audits and fiscal law issues, commercial space law, university/government technology transfer programs, homeland defense, and small business government contracting.
