David Chung Joins Holland & Hart, Strengthening National Environmental Litigation and Regulatory Capabilities

Holland & Hart LLP announced today that David Chung has joined the firm as a partner in its Washington, DC office, further strengthening the firm's Environmental and Natural Resources practice and expanding its capabilities in environmental litigation, regulatory advocacy, and enforcement defense.

Chung joins Holland & Hart from Crowell & Moring, where he co-chaired the firm's Environmental group. He represents companies, national trade associations, and industry coalitions in complex environmental litigation, enforcement matters, rulemakings, and other administrative proceedings. His practice spans most major federal environmental statutes, including the Clean Water Act (CWA), Toxic Substances Control Act (TSCA), National Environmental Policy Act (NEPA), Clean Air Act (CAA), and Endangered Species Act (ESA). Chung has been recognized in Chambers USA for Environment (District of Columbia) since 2019 and was named a Law360 Environmental MVP in 2025.

An experienced environmental litigator and regulatory strategist, Chung has litigated in federal district courts and courts of appeals across the country and has represented clients before federal agencies including the Environmental Protection Agency, Army Corps of Engineers, Department of Agriculture, Department of Energy, Department of the Interior, Consumer Product Safety Commission, and Surface Transportation Board.

Chung advises clients on regulatory strategy, compliance, and federal rulemakings and policy changes. He currently advises the Waters Advocacy Coalition—a multi-industry coalition of national trade associations—on regulatory, legislative, and litigation developments involving the geographic scope of federal authority under the Clean Water Act. He also counsels numerous trade associations and industry groups on chemical regulation, water quality, nutrient management, pesticide regulation, and emerging contaminants.
