Billy Hesterman focuses on communication, lobbying, and advocacy that yield strong results for clients across numerous industries.

As a non-lawyer lobbyist, Billy's extensive experience with the Utah state government allows him to provide a unique perspective and thorough understanding of how and when lobbying and advocacy can be used for greatest impact.

Prior to joining Holland & Hart, Billy was the Vice President of the Utah Taxpayer Association where his responsibilities included communications, public relations, fundraising, and lobbying. He also covered Utah’s state capitol for four years for the Daily Herald in Provo, UT. His beat at the daily newspaper included the state legislature, the governor’s office, the county commission, as well as statewide and local elections. His started his career as a communications assistant in the Utah Senate.
 

Experience

Billy offers clients a full range of government affairs services including:

  • Monitor legislative developments and report on areas of interest to clients
  • Develop comprehensive legislative and public relations strategies including community outreach efforts
  • Actively participate in various trade associations to stay on the cutting edge of clients’ legislative and regulatory issues
  • Coordinate between key legislative personnel and executive branch officials on cross-disciplinary legal and policy issues
  • Establish and coordinate ad hoc coalitions comprised of members representing diverse interest groups
