  • Howard A. Stephenson represents Senate District 11 in the Utah Senate, where he currently chairs the Senate Revenue & Taxation Committee. He was elected to the State Senate in 1992 and has been the primary sponsor of major tax reform legislation during his tenure at the State Capitol. He has been an advocate of making Utah’s tax structure competitive for attracting high tech and manufacturing jobs. Senator Stephenson will discuss 2018 Tax Reform in Utah. Stephenson received a B.S. degree in psychology and aerospace studies from Brigham Young University, and a Master of Public Administration, also from Brigham Young University. He has been employed by the Utah Taxpayers Association since 1977 and President of the Association since 1990.
