Jenifer Scoggin advises clients in Wyoming on energy development projects, assisting companies with the complicated processes of industrial siting, water rights, environmental permitting and compliance, and real estate issues.

She routinely represents mining, oil and gas, renewable energy, construction, and other companies on compliance and permitting with Wyoming state agencies, including the Wyoming Department of Environmental Quality, Wyoming State Engineer's Office,  and the Wyoming Office of State Lands and Investments. She counsels lenders and developers on environmental aspects of financing commercial and industrial projects. She also assists in matters concerning land use and construction litigation.

  • Successfully represented and assisted renewable energy, mining, and oil and gas companies with the Wyoming Department of Environmental Quality's industrial siting permitting process.
  • Successfully represented clients with water permitting and adjudication issues related to the Wyoming State Engineer's Office.
  • Conducted and analyzed water rights searches to advise clients on the results of water rights searches regarding the Wyoming State Engineer's Office and the State Board of Control.
  • Drafted and advised clients on both temporary and long-term water use agreements.
  • Represented mining, oil and gas, renewable energy, and engineering companies in negotiations with the Wyoming Department of Environmental Quality on environmental compliance and permitting issues.
  • Advised and assisted clients with evaluation of federal, state, and local permitting requirements for wind energy and interstate pipeline projects.
  • Assisted clients with mining permit transfers.
  • Advised clients and prepared comments on draft water quality, wind energy, and administrative rules and regulations at the state agency and local governmental levels.
  • Advised clients on a variety of state public land issues.
  • Advised clients on and successfully litigated local land use issues and private road applications.
  • Assisted clients with all aspects of purchase and sale agreements for contaminated real property. Helped clients with environmental liability agreements, Wyoming Voluntary Remediation Program compliance matters, easements, licenses, local zoning, and institutional controls.
  • Advised oil and gas and renewable energy companies on Wyoming real property issues, including drafting easements and rights of way.
  • Reviewed, drafted, and negotiated lease agreements, contracts, and other agreements on behalf of construction companies.
  • Successfully represented clients in construction litigation matters.
