Jessica helps clients in the energy and natural resource industries navigate routine and complex regulatory and litigation matters.

Jessica assists renewable energy developers, water purveyors, and mining companies in obtaining the environmental permitting necessary to develop and operate their projects and maintaining compliance with ever-changing regulatory regimes. Jessica represents clients before various regulatory agencies and provides counsel and advocacy on behalf of clients in administrative proceedings. Clients across the country utilize Jessica’s specialized experience in litigation covering a broad array of areas, including the Administrative Procedure Act, National Environmental Policy Act, the Mineral Leasing Act, and areas of federal Indian law and tribal law.

Prior to joining Holland & Hart, Jessica served as a judicial clerk to Judge Lawrence VanDyke with the Ninth Circuit Court of Appeals, and as Senior Counsel to the General Counsel in the Office of General Counsel at the US Department of Commerce, where she assisted in significant Departmental litigation and commercial space regulatory policy.
