David helps companies navigate complex federal procurement compliance requirements and negotiate contract matters.
David has experience with negotiations and litigation related to military contracts, contract disputes, and civil works projects. His background includes working with entities involved in acquisitions for the Army Corps of Engineers and the US Army.
As Assistant District Counsel for the US Army Corps of Engineers (USACE) David counseled parties on procurement, bid protest risk analysis, and vendor selection. David also reviewed contracts related to military and civil works projects—from routine maintenance agreements through multimillion-dollar levee construction. David also handled litigation pursuant to the Contract Disputes Act filed before the Armed Services Board of Contract Appeals.
Before coming to Holland & Hart, David served as a law clerk for Judge Gregory M. Lammons of Colorado’s 8th Judicial District and Chief Justice Nathan B. Coats of the Colorado Supreme Court. While in law school, David worked as an intern with the Colorado Governor’s Office of Legal Counsel.
