EXPERIENCE

Mr. Irvine concentrates his practice in natural resources and environmental law, including work in minerals, endangered species and wildlife, federal and state public land law, and environmental regulatory compliance and permitting. He has worked with water resource providers and members of the mining, natural gas, oil, and other industries. Mr. Irvine has extensive experience with the Endangered Species Act, National Environmental Policy Act, Surface Mining Control and Reclamation Act, Federal Land Policy Management Act, General Mining Act, Mineral Leasing Act, Migratory Bird Treaty Act, and Bald and Golden Eagle Protection Act.

Mr. Irvine's work on mining and public land law issues include matters related to the location and maintenance of mining and mill site claims. He has also assisted in due diligence review and structuring of royalty transfers, mineral property purchases and sales, corporate acquisitions, and mergers.

Mr. Irvine joined Holland & Hart in 2006, and practiced in the firm's Denver office before moving to the Jackson office in late 2007. Prior to joining Holland & Hart, he held law clerk positions with the Arvada City Attorney's Office, Gold Fields Exploration, Inc., and the Bonneville Power Administration. Mr. Irvine also served as a legal intern for the U.S. Department of Justice, Environment and Natural Resources Division.

Mr. Irvine is admitted to practice law in Colorado and Wyoming.

REPRESENTATIVE MATTERS

Supported environmental due diligence review for the seller of a domestic coal business in a transaction valued at $1.3 billion.

Assisted in environmental permitting and compliance for a major groundwater pumping and pipeline project.

Assisted in environmental permitting and compliance for a major natural gas pipeline project.

Involved in endangered species litigation concerning contested listings, petitions to delist species and critical habitat designation.

Served as counsel on Wyoming District Court and Tenth Circuit litigation concerning Surface Mining Control and Reclamation Act issues.

Involved in crafting administrative and legislative proposals to improve the Endangered Species Act and the Migratory Bird Treaty Act.
