EXPERIENCE

Mr. Lucy joined Holland & Hart in 2002. He has 20 plus years of diverse federal regulatory, business and litigation experience. Mr. Lucy has technical experience in federal/state procurement and acquisition matters, bid protests, Contract Disputes Act appeals, government contract audits and fiscal law issues, commercial space law, university/government technology transfer programs, homeland defense, and small business government contracting.

Prior to joining Holland & Hart, Mr. Lucy worked as an Air Force Judge Advocate until his retirement as a Colonel in 2001. He has served as the General Counsel for the United States Air Force Academy, Air Force Space Command (20th Air Force), and the Field Operations Directorate of the Air Force Inspector General. Mr. Lucy has been the legal advisor for a $50 million RFP to privatize all utilities for the Air Force Academy. He has also provided legal counsel to an 800-member faculty for all research and development programs, which included patent/copyright issues. Other projects

Mr. Lucy has been involved with while on active duty include a $14 million flight training privatization program and associated environmental impacts, OMB Circular A-76 implementation projects, the National Missile Defense System bed down study, the construction of a new $11 million Air Force legal training facility and dormitory and the management of all contracts for the construction of a $2 million minimum custody federal prison. He has also been responsible for the administration of all Air Force criminal defense services in Europe and the administration of the Air Force pro-government recovery claims program.

Since joining Holland & Hart, Mr. Lucy has successfully defended Miller Act litigation, negotiated a $160 million contract between a client and the state of Michigan for a child support enforcement system that entails software development and deployment through 90 state field offices. He has also filed a successful bid protest on behalf of another client winning an award of a $5 million contract, and has successfully settled several significant construction claims against the Army Corps of Engineers.

Mr. Lucy has lectured at numerous conferences and seminars in Europe, the Pacific, and the United States. Topics have included "Military Law in a Democratic Society," which was attended by legal authorities from several Eastern European countries; "Shutter Control," at the U.S. Space Foundation International Space Symposium; "Commercial Space Law," at the U.S. Air Force Academy; "Technology Transfer and Higher Education," at Boulder, Denver and Salt Lake City; and "Government and Public-Private Partnering," at the DefenseExec Technology and Homeland Security Summit; "Public Contracts and Procurement Regulations in Colorado" at Denver and Colorado Springs, and SBIR National Conference in Reno, Nevada.
