Mr. Quander represents industrial, natural resource, and financial clients in state and federal administrative and regulatory proceedings and transactions. He regularly appears before utility commissions and before environmental and resource agencies on behalf of industry groups as well as individual companies.
Mr. Quander has practiced with Holland & Hart since 1978. He has extensive experience representing industrial and other business clients in public utility matters in several western states and before both state and federal agencies. He is named in the 2001-2010 publications of Best Lawyers in America and is recommended in Chambers USA and Super Lawyers. His practice currently addresses a full range of regulatory issues associated with energy production, transmission and industrial use, as well as project development, permitting, and contracting. Mr. Quander has been a principle participant in drafting energy and regulatory legislation and rules in Montana. In addition to his utility regulatory practice, Mr. Quander has represented both financing parties and participants in independent power projects with respect to financial, environmental, and energy regulatory issues. He is counsel to the Montana Large Customer Group of industry energy consumers.
Mr. Quander is also experienced in environmental permitting and compliance for traditional and alternative power projects, coal and metals mining, wood and paper product manufacturing, cement production, oil refining and other industrial facilities. He has negotiated regulatory siting requirements for power plants and other energy facilities and has been instrumental in the drafting of facility siting and environmental laws in several western states. Mr. Quander represents the Industry Clean Air Act Coalition in Montana air quality proceedings and is a member of the State's Clean Air Act Advisory Committee. He has extensive experience in rulemaking, permitting and enforcement matters involving air and water quality. Mr. Quander is currently active in representing natural resource, energy and industrial clients in Montana and other western states with respect to issues presented by climate change and GHG regulation, carbon capture and sequestration, and related topics.
Mr. Quander is admitted to practice before the state and federal courts of Colorado and Montana, as well as before the Tenth Circuit Court of Appeals and D.C. Circuit Court of Appeals.
From 1974-1975, Mr. Quander was resident in Southeast Asia as a Henry Luce Scholar. He served as a consultant to the Prime Minister's Department and to the National Institute of Public Administration in Malaysia during this period, as well as undertaking projects in Singapore and Thailand.
